Housing the Nation with HDB

Mechanical Engineer and Housing & Development Board (HDB) Scholar, Jeremy Louis Villegas Quimson is part of the multi-disciplinary team that plays a pivotal role in shaping Singapore’s public housing landscape. Entering the workforce during the pandemic had steepened his learning curve. He quickly discovered the importance of clear communication with his team-members and vendors, and how his university education gave him an edge in overcoming challenges. What keeps him going is the organisation’s role in shaping the nation’s future and impacting people’s lives.

From Design to Reality

As a Mechanical Engineer at HDB’s Building & Research Institute, I am part of a multi-disciplinary team of engineers and architects. We are pivotal in overseeing the entire lifecycle of Build-To-Order (BTO) flats — from initial design conceptualisation and tender preparation to construction, and the ultimate handover of completed flats to homeowners. We are responsible for ensuring that every stage meets HDB’s standards for quality and sustainability in public housing.

The complexity of designing mechanical systems for buildings demands a blend of theoretical knowledge, technical expertise, and problem-solving skills. In my work at HDB, I have found that my university education serves as a robust foundation. For instance, concepts from Fluid Mechanics, once abstract theories, now translate into practical solutions for designing water supply and fire protection systems that benefit residents. Furthermore, proficiency in Computer-Aided Design (CAD) and the ability to interpret engineering drawings have proven crucial. These skills enable me to comprehend building plans thoroughly and communicate efficiently with contractors on-site, ensuring accurate implementation of designs during construction.

There is immense satisfaction in seeing these designs come to life. Realising that my efforts contribute to creating comfortable and safe homes for thousands of families is deeply rewarding. However, this journey has not been without its challenges, particularly at the outset of my career.

A Test of Resilience and Adaptability

As a fresh graduate entering the workforce during the COVID-19 pandemic, I faced situations that tested my adaptability and resilience as a new engineer. I had to swiftly adapt to learning on the job in a remote environment, which made establishing communication channels with team members and main contractors particularly challenging. Moreover, the construction industry faced significant disruptions, complicating our efforts to maintain project momentum and meet tight BTO handover timelines.

Throughout this period, the support of my colleagues and mentors proved indispensable. Their willingness to share knowledge and provide guidance helped me navigate the complexities of my position and the unique challenges it presented. This journey, while demanding, has accelerated my professional growth, imparting valuable lessons in adaptability, innovation, and the importance of teamwork in overcoming obstacles. I have learned to be proactive in seeking solutions and to maintain clear communication even in difficult circumstances.

Never a Dull Day

What I love most about my job at HDB is the profound sense of purpose. Knowing that my career allows me to leave a lasting, positive mark on our nation’s landscape and its people is incredibly fulfilling. A particularly memorable example is the recent completion of a BTO project in Tampines that I had been involved in since 2021. Witnessing the excitement of residents as they moved in and began renovating their new homes was a moving experience. It is both humbling and inspiring to realise that my contributions directly influence the lives of Singaporeans, making every challenge worthwhile and driving me to strive for excellence continually.

Another aspect I deeply appreciate is the diversity of people I encounter through my responsibilities. Interacting with individuals from all walks of life, each bringing distinct perspectives and insights, has broadened my horizons. Despite our diverse backgrounds, we all share one common goal: providing quality public housing for Singaporeans.
