Major General (MG) Kelvin Fan Sui Siong was appointed as Chief of Air Force on 22 March 2024. Prior to his current appointment, BG Fan was the Deputy Secretary (Policy), Ministry of Defence (MINDEF), where he oversaw MINDEF’s foreign diplomacy, defence policy, strategic communications, and national education.
He is an Air Warfare Officer and has held various command and staff appointments in MINDEF/SAF. These include Commanding Officer 163 Squadron, Head Air Plans, Director of the Defence Policy Office, Head Air Operations, Commander Air Defence and Operations Command, Chief of Staff – Air Staff, and Chief of Staff – Joint Staff.
MG Fan is also a member of the Singapore Administrative Service and had been seconded to the Ministry of Trade and Industry, where he was responsible for developing tourism policies such as the Integrated Resorts. He has served on the Boards of Changi Airport Group and the Defence Collective Singapore, and is currently on the board of the Civil Aviation Authority of Singapore.
MG Fan was awarded the SAF Overseas Scholarship in 1998. He has a Master of Economics from Cambridge University, a Master of International and Developmental Economics from Yale University, and a Master of Business Administration from Massachusetts Institute of Technology. MG Fan is also a graduate of the US Air Force Command and Staff College and a Lee Kuan Yew Post-Graduate Scholar. In 2022, MG Fan was awarded the Public Service Administration (Military) (Gold).
MG Fan is married to Yvonne and they have three daughters.
